FCC Introduces Reforms In USF
With the decreasing relevance of cable telephone services, the FCC is attempting to recast the USF to address shortcomings observed in the National Broad Band Map and make broadband access available to low income groups. A National Accountability Database is being proposed to verify consumer eligibility.
5-10% of Americans lack access to basic internet amenities and are unable to participate in and contribute to the internet economy. The USF, the funding agency that offered discounts on monthly bills and internet installation charges since 1985 is being reformed with a new set of guidelines to reflect the rapid technological changes and the need to become compatible with broadband access. Earlier the administration failed to keep up with technological changes, and struck to its rigid framework for years without adopting timely changes.
Discounts would be extended to Digital as well as broadband service plans, including voice support. Evaluating a cap with respect to the program would be taken up. Pilot programs for extending USF – aided broadband connectivity, providing and ensuring that the lifeline plans instituted for and used by consumers are truly supported and taking follow up action against failures and shortcomings would be taken up.
