FCC Introduces Reforms In USF

With the decreasing relevance of cable telephone services, the FCC is attempting to ‎recast the USF to address shortcomings observed in the National Broad Band Map and ‎make broadband access available to low income groups. A National Accountability ‎Database is being proposed to verify consumer eligibility.

5-10% of Americans lack ‎access to basic internet amenities and are unable to participate in and contribute to the ‎internet economy. The USF, the funding agency that offered discounts on monthly bills ‎and internet installation charges since 1985 is being reformed with a new set of ‎guidelines to reflect the rapid technological changes and the need to become compatible ‎with broadband access. Earlier the administration failed to keep up with technological ‎changes, and struck to its rigid framework for years without adopting timely changes. ‎

Discounts would be extended to Digital as well as broadband service plans, including ‎voice support. Evaluating a cap with respect to the program would be taken up. Pilot ‎programs for extending USF – aided broadband connectivity, providing and ensuring that ‎the lifeline plans instituted for and used by consumers are truly supported and taking follow up action against failures and shortcomings would be taken up.‎
